The design of a solenoid is a trade-off between using more turns versus using more current. I really doubt that any solenoid small which is small enough that one could realistically operate it off a 9-volt battery would achieve optimal behavior with a current as high as you suggest.
How does a multimeter protect itself from high voltages?
In cheap meters protection is limited. Current much over 200 mA on low current ranges will usually blow the internal fuse. Too high current on the high amps range (10A, 20A, will blow the shunt or a fuse if fitted. High voltage on lower voltage AC or DC volts or on current ranges will sometimes destroy the meter (Ask me how I know :-) ).

This is the first blog of a series about reverse current protection, and will give a high-level overview of the solutions that exist. ... They are great for high-voltage, low-current applications. However, ... the gate voltage is low, which prevents the FET from turning on. When the battery is installed correctly, however, the gate voltage is ...
Surge voltage protection considerations
Current and voltage waveforms are defined by IEC 61000-4-5 (Figure 2). The current waveform is defined as a short circuit condition, while the voltage waveform is defined as an open circuit. The voltage waveform is longer than the current waveform. The open circuit voltage waveform is defined with a 1.2μs rise time with a 50μs half-length.

Surge Protectors: Protect Electronics from Voltage Spikes
That high voltage ("pressure") will damage electronics. A large voltage spike will fry circuit boards, crash hard drives, and ruin electrical equipment of any size. A spike can even damage equipment when the equipment is not powered on but just plugged in. Smaller spikes do permanent, sometimes invisible damage to electronics by degrading …
Protecting against reverse polarity: Methods examined, Part 1
However, protection capability must again be validated at the system level, on a case-by-case basis. The TVS, when used in combination with a series PTC resistor in a reverse-bias condition, will clamp reverse voltage by drawing current. If the current is sufficient, the PTC resistor will trip (go to a high-resistance state).
